We first off patch a character's module for it to load over one of the seven unused slots left in the game, and have it load through a custom Character Select Screen slot.
These are the Forbidden 7's character slots

Also,
Here is the summery of the criteria for a new Character in Project M:
- Must be in Brawl (as a Trophy, Sticker, ect.)
- Popular
- Unique gameplay and personal elements they bring to the roster
- Projectiles relatable to an existing character
- Limited new special move properties
- Preferably a clone/partial clone

The reason I am doing this is because I want us to come up with a list of characters that would fit the criteria. I/we will design a moveset for the ones we think are good enough.

There's two major groups of characters:

-Additional characters for series that are already playable (K. Rool, Dixie Kong)
-New playable series. (Golden Sun, Punchout)
(They also want niches to be filled, and they want more women.)

The problem for the first is that Smash 4 might have them. Anyway, the characters I would be interested in seeing:

Something Sonic (Tails, Shadow, Knuckles. None of the really newfangled stuff or niche.)
Something Golden Sun (Isaac for face, but Felix is much cooler and Alex is villainy)
Kamek (Brings a lot of new things to the table)
Something Fire Emblem (No Sword. Everybody wants Lyn, but I refuse to have another sword.)

Sonic characters are basically clones of each other (structure wise). I have been against more Sonic Characters for a while but I wouldn't mind if we only got one more, preferably Knuckles for a Stronger Slower Sonic.

Something Fire Emblem (No Sword. Everybody wants Lyn, but I refuse to have another sword.)
I sadly agree with you. I want a tome so badly. And a spear wielder would be nice.

Also, Little Mac should have been in Smash since the beginning.
One more thing:

That's where I am going to post the Movestes. There are already a lot of them there, some you might find some you like. Some of them are out of date though.

Here are some of the characters I want to see in Project M:
Micaiah, Little Mac, Pichu Bros., eh Mewtoo (pun intended)
Maybe Toon Zelda, Ridley and some others as I think about this

No Smashers on Wiichat are stupid enough t' suggest such characters, thank 'Karp.

... Is another Metal Gear character outta the question? If Raiden has any trophy/sticker mention, he'd have interestin' potential. Also, **** PS All-stars. Bowser Jr. is a possibility if his popularity turns out t' be higher than I think it is (and he doesn't make it int' Smash 4). Multiple FE lords appear in either sticker or trophy form, most notably Hector and Ephraim. I highly doubt another F-Zero character is in high enough demand, but I'll mention the series anyways. Wind Waker's Tetra is plausible I s'pose, albeit unlikely.

Perhaps Mr. Saturn?

There is Grey Fox (but we could do without another sword user). Raiden has no honor. He does not deserve one of the 7 spots.

Ridley would be retardedly difficult, I think. PM:BR are focused on polish and balance more than anythin', and the former would be pretty time consuming for a character like Ridley. I can't imagine how awkward it'd be t' make a character of his shape and size move about smoothly, none the less scaled down to Smash Bros.-appropriate size.

He obviously has a shot due to immense popularity, but I wouldn't be too surprised if technical difficulties kept him outta P:M's roster.

What if they made it a Charizard clone?
A Ganon style clone

Do ya really think that, if the PM:BR endeavored to bring in a completely new character, they'd let said character be "a Ganon-style clone"?

Yeah
Ganon himself is a Ganon Clone (captain obvious is obvious).

But Obviously they could change the moves a whole lot so we don't recognize Charizard.

Beyond legal restrictions, characters are chosen based on how popular they are as well as the unique gameplay...

Hence why I don't think we'll see another clone-ish character like Roy is t' Marth, be it in function or appearance.

Roy has unique Gameplay despite his appearance. Same with Luigi and Ganon.

I know it's only hypothetical but I think the PMBR could make it work.

We've estimated that creating all new animations for a character that live up to our quality standards would take at least 700 hours. This is why clones or partial clones are so appealing – by limiting the number of new animations created it cuts down the amount of time required substantially. That's not to say that new characters are entirely off limits, but the most viable proposals often start off of the base of another character. Think of Luigi – he shares many similar moves and animations with Mario, his base, but over time has been given more unique traits. Furthermore, his unique physics instantly shift his entire play style. Creating new play experiences in a polished manner as efficiently as possible is really the name of the game.

The appearance would be different obviously. The Smashes would be very different. But the attack animation for aerial and maybe some tilts would be similar.
