No, that link is about as fake as you can get.

1: It is not connected to any Nintendo or Namco website... or any relevant site at all really.
2: The owner of the domain name has been tracked and it is just some random hotmail account that has no connection whatsoever to Smash.
3: Like stated before me, that link is horrendously unprofessional looking.
4: For a LONG time after this was put up, the countdown timer for E3 was WAYYY off, and it took them too long to fix that.

It's already been speculated that this could really only be hinting at Dante from Devil May Cry. I don't believe any Namco character specifically fits the description on the site. Obviously Dante has no chance of being in the game, but who they hint at here really makes no difference.
