Is he playable at the moment?

Sadly, no. But they will include him, along with Mewtwo, in the next version. Which is said to be released Winter 2013.

I have a 2.6b build with Roy but I don't think it's wifi and none of the hitboxes have been worked on but I believe the animation is there although I have never tried it.

It also replaces Marth and is not the Big House Build

So in this build it is a Roy over Marth
But it's pretty much Melee Roy not PM Roy but he has the Taunts and animation (besides the changed moves)

A regular PSA you can find in Brawl Vault, basically.

Not just any old PSA. This is the model Project M is using and with it's other animations. This was made by the PMBR and their texture hacking army.

And how do you know for sure?

It is not exactly the same. The CSP is not the same and the hair is not the same. But everything else fits including the sword and the lion belt buckle.

He also has a huge sheath in this version and I also added my Awesome Music folder.
