Unless they actually confirmed that it's a signature move. Even then, stuff might learn it via breeding or something.

S'pose it would be an interestin' change if all breedable Pokes could have a potential third ability. Hell, it'd probably make certain Pokes that have shitty abilities far more viable (ohai Lucario).
