Pokemon X/Y

Huh, that's an interestin' idea. What would it be used for, I wonder... ? Obviously it'd be a godsend move for in-game, but the only competitive thing that comes t' mind is Sun-stalling (... are stall Sun teams even a thing?) with Morning Sun/Moonlight.
 
It would probably be near useless in competitive. PP loss isn't a huge issue competitively. The only scenarios where I can think of it being remotely useful are vs. one of those rare PP-stallers (particularly ones with Pressure), on a Pokemon that's often spamming low PP moves like Stone Edge, and, like Dirge said, Synthesis/Moonlight/Morning Sun with Drought support (since they only have 5 PP, as opposed to 10 like Recover/etc). And in almost all of those scenarios you'd be better off using another move, probably. Said PP stallers can often be beaten with Toxic poison, low PP moves generally have a weaker alternative with more PP that would make better use of a moveslot if you're that concerned about PP (like Surf and Hydro Pump), and a lot of potential sun-stalling Pokemon learn Leech Seed due to being grass types.

In game the move itself should have no more than like 10 (starting) PP, otherwise it might be too useful. Like Softboiled does with HP, the move would lose PP while restoring the equivalent PP of another move. I said "Softboiled" and not "Recover/Slack Off/etc" because Softboiled can be used on other Pokemon out of battle, which would be one of the larger points of having the move in the first place.

On that note, Heal Pulse and Aromatherapy/Heal Bell should be usable outside'a battle, and this PP-restoring version of Softboiled needs to be a thing. A thing not exclusive t' Chansey. In-game, there's never been a reason t' have a Pokemon focus on team mate support. Mainly 'cause there's no way t' have a dedicated cleric Pokemon, 'less it's a bloody Chansey or Miltank. And Chansey's only good for restorin' HP, which just makes it a Potion Substitute. You'd think a Poke like Audino would do just that, dedicated support for the team inside AND outside of battle, but nope.

On the note'a using moves outside'a battle, you should be able t' have one'a your Pokes attack a frozen team mate with a Fire-type attack in the field t' defrost. And many other such instances. There's plenty'a stuff that non-HM moves could be used for outside of battle. I'd love t' see Game Freak implement such things, but I don't see it happenin'...
 
they mite bring pokemon battle game for wiiu like did for wii with Pokémon Battle Revolution where you play with pokemon diamond and pearl, platinum, pokemon black and white, pokemon heartgold and soulsilver and store ur pokemon on it as backup storage
 
'Course they won't have another form'a storage, they wouldn't want t' give people a reason to use somethin' besides Pokemon Bank.

That isn't how it worked anyways. Stadium 1/2 and Battle Revolution could register copies of six-Poke teams for future use, but ya never actually deposited said teams.
 
Rumors are the most untrustworthy thing t' base an assumption on lol. If the new Wii U Pokegame isn't Game Freak's jab at the first (official) Pokemon fighting game, it probably will be the next Battle Revolution... but it won't be called Stadium 3. We've had the two GC games and Battle Revolution, all three of which are essentially just better Stadium games. There's no real reason for them t' bring back the name.

could they bult pokemon transporter for pokemon x and y without using pokemon bank transfer pokemon from ds games to 3ds like with previous pokemon games transfering from one dsi/dsixl/ds/dslite to another dsi/dsixl/ds/dslite

To the first question, yes, the Poke Transporter could definitely be standalone from Pokemon Bank, but Game Freak wants extra incentive for people t' subscribe to Pokemon Bank. Poke Transporter is a big reason indeed.

To the second question, yes. But that'd require two of any DS system, and Transportin' between two games rather than usin' the Pokemon Bank is much less efficient anyways... not t' mention it's hard or literally impossible for some players t' have access to two handhelds.
