The game text keeps telling me this is a bad guy, and the only thing backing that up so far is that he keeps bragging about how he evil acts. Everything else indicates that the protagonists are just being dicks and engaging in terrorism by trying to blow up the capital and kidnapping the president. No, it's not being morally gray to illustrate a point. Game just sucks at manipulating the player's emotions.

Good fight, good song. Really puts you in the mindset that you're fighting a dragon. Even had a monster hunter vibe. Far better than that cheap excuse for an ancient dragon in vanilla DS2.
