It's supposed to be a lenny face, one of more recent fads that was pushed out of 4chan's sacrilegious womb. Seen all over major internet structures, among them online games. Yes, TF2 especially.

It's currently my most hated thing to come out of the internet, trumping the MLP fad. Like the previously mentioned thing, the face is a textbook example of a "forced" meme, where it is spammed non-stop in order to gather attention.
