Actually, you get this before getting the 121st star, cause if you got the star, the level ended and you have to go back and do it again. So really, its possible with 120 stars if you do not complete the level.

Also if you do this with Mario, there is a different pic then the luigi one.

Maybe just enter the game with Mario? When I got Luigi, I just started the game with him, and got the first star. Nothing else
