I actually think that the stage would be based off of a stage from Sonic Adventure 2, considering the music from the Sonic Joins Brawl video.

The stage is a bit simplistic, but that's ok, as long as there's some more action involving enemies + a bigger landscape.
And since no one's mentioned it, incredible job on the background.
