Pokemon question

What's up with all the Pikachu look-alikes that look like evolutions or pre-evolutions but they're not? Plusle, Minun, and now that new squirrel looking one in Diamond and Pearl. I have always considered Plusle and Minun as Pikachu evolutions or pre-evolutions even though I know they're not lol. I wonder why they do that; make them look like Pichu and Pikachu I mean. They all actually look like Pichu evolutions rather than prevolutions of Pikachu. Sorry to go on and on about this but it's just always bugged me.
