Is this cheating or not?

I think it's smart.

You're playing a video game.

All you want to do is get the blasted 300.

When you get game over (in his case, when he missed a strike), you reset it. It's like watching the credits of a game when you die.
You know you messed up, but you don't want to take the time to go through the credits.

You just reset, and try again.

And again.

And again.

AND THEN YOU PREVAIL.

AND FEEL ACCOPLISHED.

LIKE MY FRIEND AND I WHEN WE BEAT TANKS TODAY.
MUCH CELEBRATION.

*Whips out the streamers and beer*

Am I to late to party?

No, its not cheating, its a video game.

Thanks for all of your opinions, this has helped in many ways. Great ways of viewing this.

I'm not sure if I'm totally understanding this. The friend did actually achieve an only-strike game to get a 300 correct? If so then I feel what he did was not only fair, but the logical way to act. If you want a 300-game and you miss a strike, the normal thing to do would be to start over and try again. That's what someone would do if they were aiming for a perfect score on some level in a game or if someone wanted to set a record for the greatest number of (whatever) in a row.
