Yes, I think you get 3 months free if you want it, I'm not sure, it might even be a year. It should tell you when you register online though.

As far as I know that's not true for the UK.. .. .. no extra warranty if you register.

You get +90 days added to your warranty. The subscription to Nintendo power is not free but instead is a discounted rate if you register 3 things (like 3 games, or 2 games and your console).
