Can you send photos in your message board to other people?

It says you can but i can't find the button.

yes... send the pic from your SD card to your message board (sounds like you got that far already), then open it in the message board and click on the picture after opening the message. The pic should become bigger and add the option to "send" Im sure you can take it from there.

Also I noticed even after verifying... you can not send pics from the Wii to an email address

Yes you can only send pics to other Wii consoles.
