how do you get/check stars in USA?

I have heard so much about these nintendo stars that we can trade in for wii points in SOME areas (not sure which tho) how do you earn them and where are they found? I linked my VC to my profile and reg my games and console, so where are the stars?

If you live in europe and register your games and what not on europes nintendo site you get stars. Then you can exchange them for wii points

No fro some reason Nintendo doesn't want to do it in the US.

Videogames are cheaper in America though, so don't freak out.
