Do updates depend on region or location?

I just read about the new channel coming at the end of April in Japan and it got me thinking: Would Japanese Wiis in the US be able to download this new update? That is, does the update depend on the current location of the Wii or its region type?

My guess is it's the latter, but I just want to make sure.

u could still probably get it in japanese...but as soon as it comes in english u should be able to get it right away!!!
